Legal Reporting not Visible in ADFDI template while defining document sequencing for India

Summary: WE have a requirement where we have one BU Repairs which is served by 2 location one in Mumbai and Nother in Chennai. Both having different GSTIN. I want to create seperate document sequencing for both locations. On Adsfdi template used for defining the document sequencing for India the column "Legal Reporting Unit" is getting no value populated. Please help.
