We are encountering a Failed Line error when uploading an OfferingV3 HDL file. This error appears on some lines but not all.
What we have checked so far:
- The HDL loads successfully for some offerings but fails for others with the same structure.
- The CourseNumber referenced in the MERGE line exists in the system.
- The SourceSystemOwner and SourceSystemId are consistent with our previous successful loads.

- What typically causes this error in OfferingV3 HDL uploads, and what should we verify in the existing offering or course setup?
