Non Standard Work Order is collected as Non-Firm but Supply Plan considers as Firmed

Summary:

We have scenario where Work Order (Non-Standard Rework) is Not Firmed in Source and Collected data shows that it is NonFirm. But the Supply Plan considers as Firmed and it is causing system to buy more for early demand. Please suggest what is the reason?
