How to apply only first eligible discount line from multiple rules in attribute based discount list?

Summary:
The requirement is, if a attribute based discount list has multiple rules, only the lowest precedence discount line from the first rule should get applied and if there is no eligible line in first rule, then the second rule should be checked and applied and stopped. once a discount line is already applied, the system should not check next rule anymore.
currently the system is applying multiple lines from all rules in the discount list.
can someone help us on this?
