Making project number available in planned orders without running the supply plan

Summary:

There is a requirement to create a manual planned order using a project number immediately (on the same day) after registering the project.

Since project groups are also used for netting requirements, my understanding is that the process is:
register the project → run data collection (net change, planning attributes only) → add the project to a project group → run the plan (refresh with current data), after which the project number becomes selectable in planned orders.

Is there any way to make the project number available more quickly, without having to run the plan?
