Transaction Console page not loading for single user

Summary:

I have a single user who is having issues accessing the Transaction Console within Tools. Other users with the exact same security as this user have no issue. The page is accessible but never loads/displays anything. The user has cleared browser history, restarted workstation, etc. We have replicated the issue in a non-Production environment for just this user, but again no other users with the exact same security roles have this issue in that same non-PROD environment. Please let me know if you have experienced this and how you resolved it. Thanks.
