Oracle Cloud Sign Up stuck on "Please confirm you're human" — page never refreshes or proceeds

in Fusion Applications Administration

I'm trying to sign up for an Oracle Cloud account at signup.oraclecloud.com, but the process gets stuck on the human verification step. After clicking the "I am human" button, the page displays:

"Please confirm you're human. If this page doesn't refresh automatically, resubmit your request."

The page never refreshes and I cannot proceed further. I also received a "connection to the server has failed (status=428)" error during earlier attempts.

What I've already tried (all without success):

  • Cleared browser cache and cookies
  • Tried multiple browsers (Chrome, Firefox, Edge) including incognito/private mode
  • Disabled all browser extensions (ad blockers, privacy tools, etc.)
