Unable to publish Document in the Document Tool

We followed the below steps

1. Create a Document Tool and save it. (Document name doesn't have any spaces)
2. Open the Document Tool and attached a PDF document (Document file name doesn't have any space).
3. Set the status as 'Ready to Publish' and Save the record
4. Run the ESS process to publish
5. Even after the process is run successfully, the status still show as 'Ready to Publish' and not 'Published'

We tried enabling the Job Requisition Creation agent.

1. Use Copy Template and create the agent
2. For the Document Tool in the agent, tried attaching the Document and followed the same steps as above.
