Redwood: Update Negotiation without Amendment Not working

25D feature is not allowing me to update an active negotiation.

I have confirmed profile options are enabled and privileges have been given. 1 of my DEV environments errors with the error below. Another DEV environment returns to the negotiation search result when selecting Update in the negotiation menu.
