Duplicate Planned Order resulting in duplicate supply for Replenishment Items

Summary: There are duplicate planned orders for replenishment plan items after PLO is firmed despite there being Item Override policy in place

Users are overriding Supplier and Source Org using dropdowns in S&D in RP planning to help with data issues after go live, and this Firms the PLO. This can also be produced when conducting a simple Firm action, and the plan is ran with Overwrite Firm PLO to None. We understand this will retain PLO, however there should not be another recommendation for supply with a firm planned order in place. This is easily reproducible using steps below.
