"You must enter an issue date because it's required for this document type" when running P60 Process

Summary:

When running the 'Run End of Year P60 Report' flow the last task 'Generate End of Year P60 Reports' errors on every employee with the following error;

JBO-29000: Unexpected exception caught: oracle.jbo.RowValException, msg=<MESSAGE><NUMBER>PER-1530972</NUMBER><TEXT>You must enter an issue date because it's required for this document type.</TEXT><CAUSE></CAUSE><ACTION></ACTION><DETAILS></DETAILS><INCIDENT></INCIDENT></MESSAGE>

A PDF file of P60's is produced for everyone as expecting so the error is related to attaching the P60 to the employees Document Records. I've never seen this before as its a seeded process that doesn't need any configuration, and we are using the seeded P60 templates with no customisations. I've had an SR open since February 19th but there hasn't been much progress on it.
