Can ASNs shipped qty be greater than POs ordered quantity

In the ASN that our supplier sent the shipped qty is 11, which is within the tolerance range.,

Bu we can not match this ASN to the po, it gives the error below

"Shipment Qty 1 more than PO Qty 0"
