How to create a user in OCI for the Oracle Fusion so that we can have access only to the Audit logs

Summary:

We have a Fusion application for which audit logs for user sessions are on OCI. We have to use the OCI audit events or Search logging APIs. For integrating or extracting these logs through REST API we have to create a user and then get an API key.

How can we create a user that will have access only to Logs and nothing else? The standard OCI documentation shows some options to add log group policy but this is an OCI that we have for Fusion Application not a standalone OCI. I don't see any of those policy options available.
