Order movements not released upon completion of bulk plan

We are facing an issue where Bulk plan is completed and Shipments are created but when the Order movements are called from an agent, the process got stuck because still the Order movements are participated there in bulk plan and are not released. Additionally, this Bulk plan is running every 10 mins but sometimes only we are facing this issue.

When we release the bulk plan from mediator, all the processes are processed within seconds.

OPEN PROCESS STUCK for >1 hour– 19 Order Movements participated in bulk plan.

Process stuck when OM called from an agent to set status -
