pending worker's line manager defaulting to HR

Summary:

HR went to convert a pending worker effective April 6, 2026, but when they arrived at the maintain manager section the line manager was listed as the HR representative as the previous line manager (based upon position management) had been terminated effective the same date (April 6; entry was inputted prior to completing the pending worker conversion).

Is it expected behaviour for the line manager of a pending worker to default to the HR representative when the current line manager is terminated and that line manager is also the only incumbent of the parent position in which the pending worker's position reports into?
