Organization calendar event not working for multiple departments

Oraganization calendar events not working

Calendar event is setup for 30 departments for which employees are supposed to work on public holiday as per work pattern and remaining departments are supposed to be on off.

Still it works only for single department

Need proper steps to validate as it is not working in any combination at all for all 30 departments at once.
