How much time it takes to reflect item transaction defaults on the actual transactions

in Inventory Management

We have been seeing issues where if an item is added to item transaction default in Oracle and then ordered right away, it is still coming in without a locator when receiving.  Are there any processes that need to run after an Item Transaction Default is created and when/how long they run, before an order will include the locator?
