How can we use a new value in the People Group field

Summary:

We use four segments in the People Group. One of which is called 'Work Group' and we create different work groups to accommodate different overtime rules in North America.

When we create a new work group like the below example, how can we use it in the People Group if it has not previously been used in a combination? This was not an issue prior to Redwood.
