How to define maximum straight hours and maximum overtime within projects

Hello everyone,

Is it possible to define a limit for straight hours and at the same set a limit for overtime while only using projects?

The requirement is that straight hours expenditure type should allow a maximum of 8 hours daily and the overtime expenditure type should allow 2 hours maximum.

Is this feasible without using payroll elements? If so, can anyone give me an idea on how to do it.

In our currently setup (2 time entry validation rules), both are being triggered for the same attribute and it is impossible to submit the time card.
