unable to add api key https://cloud.oracle.com/identity/domains/my-profile/auth-tokens?

I am trying to add keys following below page:
https://docs.oracle.com/en-us/iaas/Content/API/Concepts/apisigningkey.htm#four

I try to add key at :

User Settings → API Keys section .

I generated a public key and trying to add via Add Key → Paste a public key .

Get the error like the screen shot

get the same error when i try to generate a new key too. pls let me know what is missing ?
