Learning Recommendations - Gaps in careers of Interest and Gaps in current role:No Recommendation

We do not use proficiency ratings and are looking to obtain more information on how "Gaps in careers of Interest" and "Gaps in current role" would like to know how these would behave in this circumstance

From what I understand, recommendations will not be made in the following scenarios, and would like to gain more understanding

• The Logic If the Learner meets the Minimum Required Job Role - Content Item Proficiency level, No Recommendations will be provided

Question - How would this be assessed this If proficiency levels are not used? Would it simply not provide any recommendations?

• The Logic - If no Learning outcome is defined with any Content Item for any Learning Items in Learning Catalog, then there will be No Recommendations.
