Redwood: Start and stop time format on timecard

Summary:

Currently, the start and stop time are free text fields on timecard. When user enters 9 in start time, it accepts as 9AM but when 5 is entered in stop time, it doesn't consider as 5pm automatically. User has to explicitly enter 5PM. It does not provide good user experience. Is it possible to convert these fields as time picker instead of free text format?
