Intermittent White / Blank Page When Launching SCORM Content in Oracle Learn

Summary:

Learners are intermittently encountering an issue when launching SCORM eLearning content, where the SCORM content opens to a white or blank page and does not load after clicking "Launch" at the offering level.

This is impacting different learners and different offerings. There is not pattern as this is intermittent and other learners are able to access the same content with no issue. Why would this be happening?
