Advanced expressions in VBS validations Rule

Summary:

We are working on VBS validation Rule for when employee submit a name change it throws out an error if any other special character is used apart Hyphen (-) or apostrophe (') or space () is used. However, it seems when we tested it, it's still allowing special characters such as $, /. Please see the current expression. What am I missing? Any suggestion?
