user account creation - Manual future hires

Hi Team,

Currently, when we hire a person who is going to join us in the future via HDL - there is no issues with user account creation.

When a person is manually hired as employee/contractors with assignment status as "Preboarding-Not started" with future start date(we are not using pending workers concept), user accounts will not be created automatically and Send Pending LDAP requests will create the user account only on their hire date. Even useraccounts API will follow the same approach. Is there any way we can create the user account which will be tied automatically to workers before their hire date during manual hire process?
