User execute rate_inquiry and encountered error "You do not have rights to query Inco_Term."

Summary:

I would like to know if anyone has encountered this issue before and were you able to resolve the issue. We have setup a custom menu for "Rate Inquiry" with URL - /servlets/glog.webserver.util.QueryResponseServlet?action_name=RATE_INQUIRY

In Access Control List - I have granted this role with Rate Inquiry

Keep getting this error "You do not have rights to query Inco_Term."

Any help would be greatly appreciated.
