Is it possible to see the Old Value and New Values for Project Management Changes in Audit Data?

Summary:

I am trying to identify Project Management changes in BIP tables, specifically Project Org or "CARRYING_OUT_ORGANIZATION_ID" . We need to include the historic data in an outbound file, we are sending current values but have no way of indicating a Project/Org combination is no longer used.

PJF_PROJECTS_ALL_B only provides the current record, I am unable to locate historic data.

When I enable audit functionality, FND_AUDIT_CONFIG_METADATA has columns for Old Value and New Value, but when a change is made to Project Org, Old Value is null and New Value is "Y" (not the org values). I am able to see these details when running Audit reports, but unable to pull it a query.
