Public Info and Employee Summary not available for Not Managed by HR person

Summary:

We are transitioning few of our ground staff from Contingent Workers to Not Managed by HR person type.

We have observed that Public Info and Employee Summary isnt available for these in global search.

Employee/Contingent Worker:

Not Managed by HR:

If logged in person doesnt have elevated access, then it doesnt open the person spotlight by clicking the person name as just Public Info and Employee Summary are usually visible, and these have none of these.

Has anyone faced similar issue? Aren't these section applicable for Not Managed by HR?
