Unable to enable the 'Enforce Capacity Constraints' in the supply plan

Summary:

We require to enable the resource constraints on the Supply Plan, inpite of all the option been enabled at the offering level for the supply chain planning. Still we are unable to view the the "Enforce Capacity Constraints" within the "Constraint and Decision Rules" in the supply Plan input level.
