Adding Prescreening Questions to Questionnaires

Summary:

We have been trying to add prescreening questions to Questionnaire template for an external application flow and getting Rest error. Upon analyzing we got to know that its the expected behavior after 26A upgrade, System blocks adding pre-screening questions from the library to questionnaires due to the questionnaire template not being able to be edited.

We have analyzed and cam up with possible solution to follow the below steps
