HCM Extract Email Bursting/DOR is getting failed when no data is returned

in HCM Extract

Summary:

We have a requirement to burst the pdf file to employees and have the same added to DOR. When the extract returns data, the delivery option Email bursting and Document records are working fine.

When the extract returns no data, both the delivery option are failing and the extract status is in warning status.

We tried event triggers in BIP, having conditions in bursting query. None of them are working.

Note - We don't want to have a dummy xml data.

Do we have any other options to handle this in HCM extracts ?
