Add Deactivate All button to Validation Rules section in Visual Builder Studio

In Visual Builder Studio within the Business Rules editor there is currently a very useful feature that allows users to Deactivate All business rules at once. However this functionality is missing from the Validation Rules tab. I am proposing to add a Deactivate All button specifically for Validation Rules to match the existing functionality found in other sections of the Business Rules editor.

Use Case and Business Need (Required):

When administrators or developers are troubleshooting complex behaviors in Redwood pages they often need to isolate specific rules to identify the cause of an error. Currently if a page has many Validation Rules we are forced to manually toggle every single rule one by one to deactivate them.
