Unable to mass update of Production Priority for Work Definitions

We need to perform a mass update of the Production Priority field for both main and alternate Work Definitions. However, we are encountering limitations across all available methods:
There are no support to update both REST API and FBDI.
Manage Work Definitions in Spreadsheet (ADFdi): The tool requires downloading existing records before performing updates. However, the downloadable dataset is limited to approximately 5,000 rows, while the total number of Work Definitions that need to be updated is around 60,000.
Due to these constraints, we are unable to proceed with the required bulk update Production Priority.
We would like to understand:
Is there any supported method to mass update the Production Priority field for both main and alternate Work Definitions?
