How does the application role approver type works in Approval Rules

Hi team,
Can you please clarify the below scenario:
We have written an approval rule with approval path as Manager (Level 1)——→Application Role (HR Spec) (Level 2).
Now the HR Spec role is assigned to 20 users.
Whenever the transaction is submitted, what is the behavior for APPLICATION ROLE approver type ?
- Once the Manager Approves, will it trigger to all the 20 users at once and all of them should approve it?
