Unable to change Lot Material Status using 'Manage Lot' Screen

Summary: Unable to change Lot Material Status using 'Manage Lot' Screen. I can change material status for an item but system not allowing me for other item.

Both the items are Lot enable 'Full Contorl'.

Example: for 400-0003 items field is disabled in edit lot page

But for item 'TEST_LOT_STATUS' the field is enabled and I can select from LOV any material status

What could be the exact reason for this?
