Accrual matrix not crediting correct balance based on length of servi

Summary: Accrual credit based on Length of service isn't working properly.

Basically, the requirement is that if LOS is in between 0 to 6 months, no accrual. If LOS is greater then 6 months and less than 12M then 7 days should be credited.
If LOS >=12M and <24M = 14Days
LOS>=24M and < 72M = 18 D
LOS >=72M = 22 D
Now everything is working fine from LOS >=12 M till LOS >= 72M, but that 6months to 12 months bracket the leave (7 Days) is not getting credited. It shows 0 only.
Need help on this.
