Property update in target viewpoint is finalized even when subscription is draft

I recently submitted an SR because I had a request get stuck in draft and I noticed that some of the property changes were reflected in the environment even with the request stuck in draft (note that when I say the property changes were reflected, I mean in the fully published, non-request related view of the data). I asked in the SR why that might be, and the AI provided the following answer, which does not align with any of my testing or understanding of EDM. After further investigation, I'm pretty sure that the changes were reflected in those environments
