Learning Incident Notifications are sent to Course Created By person Instead of Course Owner

Good Day!
We an issue with the Incident Reporting, where the notifications are sent to the Course Created By person instead of the Course Owner. We have used the below HDL to update the Course Owner and it was loaded successfully. However, still the notifications are triggering to the Course Created By person only.
Do we have an HDL to change the Course Created By Person? Yes/No
Is it possible to send notifications to the Course owner instead of Created By? If Yes. Please assists us to configure the same.
