Error When Creating a Prior Work Relationship in Core HR

In HCM Data Loader (HDL)

We are facing an issue in Oracle HCM Cloud – Core HR while attempting to create a new work relationship with a start date earlier than the employee’s first existing work relationship.

During this process, the system throws the following error message:
“The person doesn't exist on the work relationship start date”

This happens even though the person record already exists and the intent is to add a separate, new work relationship, without modifying or backdating the existing initial work relationship. It appears that the application enforces a validation that prevents creating a work relationship prior to the first work relationship start date, which is blocking the transaction and impacting historical employment data setup.
