AOR based approvals bypassed and not delegated

Summary:

Approvals are getting bypassed and getting approved for AOR approval rule when the AOR ( only 1 person exists in this AOR) is on vacation and the vacation rule is set and the delegation is also enabled (to different user). The delegated user also did not receive any notification nor the AOR. The transaction is getting bypassed and approved . The delegated user is not assigned to any AOR
