Notification when converting pending worker to employee

Summary:

We have a requirement to send notification to a certain group within the organization when an employee has been converted from pending worker. There doesn't seem to have an event for this in Alerts Composer and also in Approval Rules. I am not sure if we can use the Hire an Employee approval rule as we are using the Quick Convert action when converting pending worker to employee.

We would like to avoid using bursting queries as much as we can. Any suggestions on how this can be achieved?
