Unable to create project in Visual builder studio

Summary:

I clicked on edit page in visual builder studio. I can see other projects. The create project button is not visible. What additional role/ access do I need to create projects in VBS? Any other process that needs to be done by the administrator in order to get access to create project in VBS (+Create Button)
