Can we reopen the transfer order which is cancelled?

Business scenario: We are having a scenario where we are exchanging the transfer order details to other application which source and destination locations(org) are using. Whenever we receive the shipment message from the source application(location) we are creating a shipment of the transfer order. Now user wants to cancel the transfer order and sends the cancellation information to source application but in source application transfer order is already shipped but in Oracle it was not shipped or cancelled because of some interface issue/some delay in message transition.
Expectation: In this case user wants to continue with the same transfer order which they have cancelled, is there any way to reopen the cancelled transfer order.
