Pending Workers Cannot See Ask Oracle

Pending Workers do not see the Ask Oracle for the Onboard Assistant AI agent.

We created a permission role to allow users to interact with the Onboard Assistant AI chat. However, only users with the Employee worker type can see the Ask Oracle banner. Pending workers do not see the banner though same permission role was assigned to both.
