why might FBDI loaded catalogs / categories show in plan inputs but not demand or supply plans

We have a situation in Demand planning and supply planning where we have loaded about 20 Catalogs via FBDI. These catalogs and associated categories and item assignments load successfully. But we do not see the 3 of the categories in the Demand Plan Options, nor do we see in either supply plan table members nor demand plan table members. What would allow these to be seen in plan inputs, but not show in the plans? All catalogs are assigned to the default Dimension Catalog that is associated with the plans.
