Why do summary recs only display child rec balances if more than one child rec has a balance?

We've noticed that summary recs are only displaying child rec balances on the summary rec if more than one child rec has a balance. Is this how the system is intended to function? If I click into the child rec from the summary rec, I can see the balances displayed properly, but on the summary rec, it just shows as $0.
