Is it Possible to Create a Rule or Alert using Period Status

Summary:

I'd like to be able to create a e-mail notification rule or an alert that includes the Period Status as an attribute. Use case is, if the period status is closed but in Oracle Fusion an entry is made which changes the balance of an account. Then the changed balance is imported into ARCs. The system reopens this reconciliation to the preparer but only with the general seeded e-mail notification. User doesn't know this is in a closed period or the priority of this e-mail.

I want to create a special alert or rule that can describe the priority of the alert and highlight that it is a reconciliation that was once closed but is now reopened and the reconciliation is from a closed period. Period is not yet locked.
