How to set up taxes as calendar year when application is fiscal year in EPBCS workforce module ?

Summary:

The application is set up as a fiscal year (Apr - Mar). However, there are certain taxes which the client wants to setup at calendar year level. We went to the configure section and updated the rate to calendar year but the rates did not come as expected. Is there a way to do this in an OOTB setup without customization ?
