HRHD Alert for Tickets with No Activity >3 Days (Notify Agent & Manager)

In oracle Fusion HCM, there is a requirement to track tickets that remain inactive (no updates or actions) for more than 3 days while assigned to a single agent.
If a ticket has no activity for 3 consecutive days:
A notification should be sent to the assigned agent
The HRHD Manager should be included for FYI
Activity includes any update such as comments, status change, or work notes
The condition applies only when the ticket remains assigned to the same agent without updates
I tried using Application composer, email template and then a server script and writing a script. But the script is not working as expected.
