Payables Agent - General Availability

Summary:

As per 26B readiness, Payables Agent is not generally available to all customer. In the docs, the following is reported:

For 26B, Oracle Development will reach out to select customers with steps to enable as a part of an early adoption program. The feature is not available to be enabled outside of the early adoption program.

But it is also reported:

The Payables Agent can be accessed through the new Payables Agent link, which becomes available in the root menu when the feature is opted in for Release 26B. To ensure continuity, the existing Payables work area remains available and fully functional, enabling users to transition gradually.
